Trash collection is every Wednesday, early in the morning – it is best to place your trash on the curb the evening before.  Each residence has been issued one large "toter".  The maximum allowable trash collection for each residence is the toter and one bulk item per week (one additional bag may be used in place of your one bulk item.).  The bulk item has a weight limit of 60 pounds and 4 feet in length, small items ie: wood or twigs may be bundled, bundles may not exceed the previously stated limitations.
No cement, tires, paint, batteries, appliances with freon or other large appliances can be put out for collection. 

    Recycling is voluntary – Glass, Paper (NO CARDBOARD), Aluminum cans, Plastics - limited to  #1 thru #7  noted on the recycle symbol.  There are containers located at the Borough Garage on Liberty Street – go under the underpass on Main Street, turn at the first right, the garage is a short distance on the left.

*New Rates effective, December 2011 billing for Sewer/Trash

Sewer and Trash bills are issued the first of the month every March, June, September and December in the amount of $55.00* for trash and $175.00* for sewer.
 

Water bills are issued the first of the month every January, April, July and October and the bill is based on your actual water consumption. There is a minimum charge of $55.00* for 5000 gallons or less; every 1000 gallons over the minimum is $6.55*. A meter reader will check your meter from the outside read pad, you are responsible for keeping that area clear of obstacles and vegetation to allow for easy access.
 

Process for Payment of Atglen Borough Utility Bills  

Choose 1 of the 3 options listed below:

1.      Mailing payment directly to the Borough address – PO Box 250, Atglen, PA 19310

2.    Dropping your payment into the lock box located west of the Bell Plaza on Valley Ave.  If you are driving, please access the   
 drop box by entering the Borough Parking Lot on Main Street and exiting on Valley Avenue.   

Checks should be made payable to: ATGLEN BOROUGH.
Walk-ins will not be accepted. 
If you use your bank's on-line bill pay, please make sure to use the Borough’s address and designate the service that you are paying.

3.    Credit Card Payments:

CREDIT CARD PAYMENTS ARE ACCEPTED FOR SEWER/TRASH AND WATER PAYMENTS USING eNETPAY.
Atglen Borough is now offering an option to pay your water & sewer/trash bills using a credit card. 
(MasterCard, Visa, Discover and American Express cards will be accepted). 
You may click this link to direct you to this payment option. 
Use the dropdown arrow to choose Sewer/Trash or Water. 

Please note: there is a convenience fee added by eNETPAY for all credit card payments.

eNETPAY is a fully integrated payment gateway utilizing the latest in Internet security and encryption.

      
  Atglen Borough Tax Info:

        Real Estate Tax

  • 2012 Tax Rate is 5.10 Mills
  • Bills are issued by April 1st
  • 2% discount up to May 31st, June 1st  to July 31st the face amount is due, after July 31st the penalty amount is due.
    Tax bills are due by December 31st.  Lien date is the first regular business day after December 31st.
  • Tax payments may be:
    1.  Mailed directly to the Borough address – PO Box 250, Atglen, PA 19310

  • Checks should be made payable to: ATGLEN BOROUGH - Please note:   If you are paying the tax bill using your bank's
    on-line bill pay service, be sure to state on the check that you are paying the Atglen Borough Real Estate Tax.  Thank you.
  • Q. How can I obtain a receipt as proof of payment?

    A. Simply provide the top portion of your tax bill along with a self-addressed, stamped  envelope, when mailing your payment.  The top portion is stamped "PAID", and returned in your SASE.

Other Tax information:   

Atglen Borough PerCapita Taxes - Issued by and payable to Berkheimer Tax Administrators (toll free - 1.866.227.4716). Taxes are issued on April 1st.  The discounted amount may be paid until May 31st. -from June 1st through July 31st the face amount is due, after July 31st, the penalty amount is due. 

1.0% Wage Tax: Combined tax rate for Octorara School District (.5%) and Atglen Borough (.5%) payable through Lancaster County Tax Collection Bureau (1.717.569.4521) Link to Lancaster County Tax Collection Bureau.  From this link, you can file your EIT taxes on-line or print out a tax form by choosing the "INDIVIDUAL"  tab.

Octorara School Tax
- Based on Millage - contact the Octorara School Tax Office at 610.593.8212 for the current rate and payment instructions.  School taxes are issued in July. 

Chester County Tax:  Issued the first week of February

Misc. Info 

                Our water is not fluoridated.
 

                          Dog Ordinance – Unless the pet is on an owner/tenant property,
                             it must be on a leash. Pooper Scooper law is also in effect      

                                  All Dogs three months of age or older must be licensed.
                          Licenses are issued by the County Treasurer.

Right to Know Law

The Right to Know Law  ("RTKL") has been significantly amended with changes that affect the policies and procedures of municipal governments and authorities with respect to records request.  On January 1, 2009, this law expanded public access to records of state and local agencies.  The RTKL created the Pennsylvania Office of Open Records to enforce the RTKL and to serve as a resource for the public in obtaining public records of the government.
